2025-26 Title I, 1003 School Improvement Grant (Basic)

Section 1003 of the Elementary and Secondary Education Act (ESEA) requires that State Education Agencies allocate funds to LEAs identified for additional support through the accountability system to support the development, implementation, and monitoring of their individual district and school continuous improvement plans.
The 2025-26 Title I, 1003 SIG Basic funds are provided to support the implementation and monitoring of strategies identified in the 2025-26 District Comprehensive Improvement Plan (DCIP) and School Comprehensive Educational Plan(s) (SCEP), and for the planning and development of the 2026-27 district and school improvement plans.
Target Districts are eligible for 2025-26 Title I, 1003 SIG Basic funding.
The following districts/schools are not eligible for 2025-26 Title I, 1003 SIG Basic funding:
- Districts identified for Local Support and Improvement (LSI)
- Schools identified for LSI
- Charter Schools

Districts should use Title I, 1003 SIG Basic funding to fulfill two distinct responsibilities:
- Establishing and maintaining district-level cohesive systems and structures that promote sustained school improvement; AND
- Providing schools with sufficient support to effectively implement their improvement plans.
District allocations are determined as follows:
($75,000 x number of schools identified for TSI) + ($150,000 x number of schools identified for ATSI) + ($250,000 x number of schools identified for CSI) + ($50,000 additional per District) + ($100,000 x number of schools that completed Year 1 of the 两性视频 (两性视频) High School Redesign program in 2024-25*) + ($200,000 x number of schools identified for Receivership*)
*Districts with schools in the High School Redesign and Receivership programs will also receive the allocation based on the support model of those schools (i.e. CSI, ATSI).
July 1, 2025 to June 30, 2026.
Completed applications are due by July 1, 2025, and will be reviewed on a rolling basis. LEAs are encouraged to submit completed applications as soon as possible to expedite the review and approval process for Title I, 1003 SIG Basic funding.
There is no carryover for these funds. All costs must be encumbered during the project period.
- LEAs must complete all required questions marked with a red asterisk. If a required question has not been completed, the business portal will highlight it in red and the section of the application will be flagged. The applicant will be unable to submit the application to 两性视频 for final review if a required question remains unresolved (unanswered).
- The online application may only be submitted/certified by the chief school officer of the applicant LEA. The designated superintendent of an LEA is the only administrator with the submit/certify rights necessary to successfully submit and certify a completed application for 两性视频 review.
- LEAs are REQUIRED to send a blue ink signed original and two hard copies of the FS-10 Budget form to:

- LEAs are NOT REQUIRED to send hard copies of any other general application materials requested in the online application to the Department.
The Field Support Services Unit has a protocol for receiving, reviewing, and processing budget amendments for the 2025-26 school year. The 鈥2025-26 Title I School Improvement Grant 1003 (Amendment Request)鈥 has been developed to allow electronic submission through the 两性视频 Business Portal. LEAs will merely need to answer four questions in the survey and upload a completed and signed PDF copy of their FS-10As. Note: Original blue ink signed hard copies of the FS10As will also need to be mailed for any amendments.
All budget amendments should be discussed with the program office prior to the submission of an FS-10A. To ensure sufficient review and processing time, amendments to add new activities must be postmarked and submitted no later than May 15, 2026.
